Richard Bonnar is a leading advisor to government on the establishment and operation of public facing policy initiatives delivered largely by the private sector. His track record includes delivery of Transport for London's congestion charging scheme, the DWP POCA Card, DWP's Modernisation Programme, the NHS National Programme for IT, outsourcing of the Customer Handling functions of the Northern Ireland Water Scheme. Richard is ranked as one of the top 10 outsourcing lawyers in the UK (Chambers 200 and "the Government's outsourcing lawyer", Legal 500 2007).
