Tom Levine is a member of Allen & Overy - Communications, Technology and Outsourcing Practices. His experience includes technology, payment systems, telecommunications, corporate and intellectual property law, and he has also advised extensively on UK and EU e-commerce, data protection and telecoms regulations.

His commercial transactions work includes payment and securities clearing systems, IT outsourcing, telecoms and technology supply and licensing agreements. He also advises on the acquisition and supply of computer and communications systems and software, electronic banking, e-commerce and data transmission arrangements, as well as on acquisitions, disposals and joint ventures in the communications and technology sectors. Tom has been the main external legal adviser on the contractual and scheme implementation arrangements for the UK's BACS and proposed Faster Payments Schemes.

His outsourcing experience includes advising both suppliers and customers on business process, communications, financial services and technology outsourcings. He also advises on technology supply and licensing agreements, as well as commercial and joint venture arrangements in the technology and communications sectors.

His telecommunications practice includes advising internationally on strategic investments, mergers and acquisitions, joint ventures, privatisations, regulation and various types of commercial contracts in the telecommunications sector.
