Ambassador Rathore in his 36 years with the Indian Foreign Service served in various capacities in Indian Embassies abroad and the Ministry of External Affairs (MEA) in New Delhi. He was India's High Commissioner to Malaysia and Australia and Ambassador to Cuba, Iran and Egypt. He also served as Counsellor in the Permanent Mission of India to the United Nations in New York.

He has a legal background and is on the Panel of Arbitrators of the Indian Council of Arbitration and member of FICCI Arbitration & Conciliation Tribunal (FACT).

He is also an approved mediator with the Centre for Effective Dispute Resolution, London, and with the Delhi High Court.
